4) Conducting experiments on animals TOP


    Before conducting any animal experiments, you must make sure you submit an ‘Animal Experiment Application Form’ and register as an ‘Animal Experiment Researcher (AER)’.

    All people involved in any animal experiments must complete an education in the law and rules concerning about animal experiments and safety training before starting an experiment.  Read ‘Procedures: Before, During and After Animal Experiments’ carefully and follow correct procedure.

1. Application for an Animal Experiment Plan (for Chief Animal Experiment Researcher(CAER))

(1) Laboratory Animal Species

    In Japan Synchrotron Radiation Research Institute (JASRI), the following laboratory animals may be handled.
    In fact animals other than those listed here may be handled in the JASRI premises, though this requires advance consultation with the Animal Experiment Supervisor before submitting a SPring-8 Proposal.

- Mouse; rat; guinea pig; hamster (Must be specific pathogen-free animals (SPF animals))

- Rabbit (Must be clean animals)

(2) Animal Experiment Facility
    All animal experiments must be conducted in areas which are approved by the JASRI Animal Care and Use Committee.
Refer to the following for details of each facility.

(3) Experimental Animal Facility
    Animal care * may be undertaken in the facilities shown in the table below.

*Animal care refers to the regular feeding and management of laboratory animals in the Experimental Animal Facility.

(4) Submission of an Animal Experiment Plan
    Users of SPring-8 may conduct animal experiments within the range of SPring-8 Proposals.
    The procedure starts by submitting an application for SPring-8 Proposals sponsored by JASRI for examination.  Applications are accepted twice a year.  After a proposal is accepted by JASRI, an animal experimental plan should be submitted for approval by JASRI.
    In the case of using transgenic animals, a ‘Use of Living Modified Organisms’ must be submitted as well.

The CAER 1) must complete the following procedures.
1) A CAER must have at least one year’s experience in animal experiments, and must come to JASRI to actually conduct animal experiments.  In principle, students cannot take the role of CAER.  The CAER need not be the project leader of a SPring-8 Proposal.

    Basically the same as the application periods for SPring-8 Proposals that will take place twice a year.
    The SPring-8 Users Office will inform successful applicants for SPring-8 Proposals whether they are required to undergo any procedures to allow them to perform animal experiments.
    In making an animal experiment plan, make sure to check thoroughly to ensure that the details meet the requirements of ‘Animal Experiment Regulations,’  ‘Guidelines for Animal Experiments in SPring-8,’ ‘Guidelines for Implementation of Appropriate Animal Experiments’ issued by the Science Council of Japan on June 1 2006, and other relevant laws and regulations.

(5) Application Flow
    《Examination of an Animal Experimentation Plan》
The plan is examined by the JASRI Animal Care and Use Committee based on the data and documents submitted by the applicant.
The committee may request the CAER (or other person acting on behalf of the CAER) to attend the committee for discussion of the plan. 

    《Notification of Approval》
The applicant will be notified in writing of the result of the committee examination as to whether the animal experiment may be conducted or not, within one month from the date of the examination.


2. Procedures: Before, During and After the Animal Experiment (for CAER)

(1) Before Conducting Animal Experiments
    《Registration of Animal Experiment Researcher(AER) and Education and Training》
    The CAER must make sure that all people involved in the animal experiment in JASRI are registered as AER 2).  No one who is not registered as an AER may conduct any animal experiments in JASRI.

    The CAER shall conduct an education and training for all AER,s before starting experiments.  This must include how to treat laboratory animals and other necessary subjects.  Education and training records including the date, place and details of the session should be kept and maintained.
    2) Make sure that all researchers are registered before starting experiments.

    Make sure all the necessary procedures are completed before actually bringing laboratory animals into JASRI.

(2) During Experiments

    Do not allow anyone to enter the animal experiment facility and animal room other than AERs.  In the case of an experiment using transgenic animals, a display must be placed at the entrance of the animal experiment facility and animal room.  The display must be of the legally required type, which is available at the JASRI Safety Office.

(3) After the Experiment

    After the completion of work as set out in your SPring-8 Proposal, make sure to submit a 'Form 17-7 Report Form to the SPring-8 Users Office'-MS-Word (PDF) without delay.

(4) Change Procedure after Approval of an Animal Experiment Plan

JASRI must be notified immediately of any addition to or reduction of the team of AERs by submitting Form 17-5: Animal Experiment Application Form (Synchrotron Radiation Experiment)-MS-Word (PDF)

3) Newly added researchers must have been pre-registered.

    《Addition of Animal Species》
    In principle, no addition of new animal species for experiments is allowed. In the case that addition of new animal species is unavoidable, make sure the SPring-8 User Office is notified without delay.

    In principle, the animal experiment facility cannot be altered nor added to.  In the case that the change is unavoidable, make sure the SPring-8 User Office is notified without delay.





5) Registration of Animal Experiment Researcher (AER)

    A person who wishes to conduct animal experiments in JASRI requires registration as an AER.  To be registered as an AER, an applicant must complete education and training procedures, have a medical check-up and submit relevant documents for examination.  Be sure to submit an application without delay.

    《Education and Training》
    Before being registered as an AER, an applicant must complete education and training provided by JASRI.  However, an applicant who has already undergone this at their organization doesn’t have to complete the JASRI education and training, provided that documentary evidence can be provided.

    Before starting any animal experiments, all AERs must attend an education and training which include how to handle laboratory animals given by the CAER.

    An applicant who has completed education and training as above and whose required documents have been confirmed and approved will be registered as an AER.  Therefore, the procedure should be completed as soon as possible so that he/she can start experiments in JASRI.

(2) Renewal

    In the case of Users, their registration as an AER is valid till the end of fiscal year (from April to March) in which the registration was made.  In the case that an AER wishes to continue conducting animal experiments in JASRI in the coming year, a renewal process must be completed by the end of each fiscal year.  The renewal procedure is the same as the new registration procedure.

(3) Change Procedure

6) Conducting experiments using human materials  TOP



Procedures for Using in Human Materials for Research at SPring-8


    You are required to follow the procedures shown below when using in human materials for research at Spring-8 into places under the control of JASRI.

    1. Target Facilities:

Storage Ring, Biomedical Imaging Center, Experimental Animal facility, RI Laboratory, Storage Ring Annex West


    2. Target Human Materials: 

The term " human materials " means bodily materials, such as tissues, organs, cells, blood (whole blood and blood components) and other bodily fluids, and residual diagnostic specimens except for such specimens or materials as publicly supplied for research purposes.
   

    3. Procedures for Using in Human Materials

Creating Human Materials Management System
    You are required to build up a system of responsibility in use of human materials for research in the way shown in Exhibit attached hereto.
    The term "human materials control institution" means an organization that has responsibility in storage of human materials to be used in research projects at  SPring-8. The term "handling manager" means, of all the project team members (including the project leader) involved in a relevant research project at  SPring-8, a person who belongs to the human materials control institution, and comes to Spring-8 during a period in which human materials are handled in the research project in order to assume responsibility for the handling of human materials.


Form 1: Submission of Form 1 "Pledge Concerning Research Using Human Materials"
    The project leader is required to submit Form 1 to JASRI as a written pledge that the research project at SPring-8 using human materials has been approved by the institution to which the project leader belongs (specifically by the dean or someone of upper positions of the department to which the project leader belongs to or by the Ethical Review Committee of that particular institution.)

Form 2: Submission of Form 2 "Application Form for the Handling of Human Materials"
    The project leader is required to designate a "handling manager" and submit Form 2 to inform JASRI of the designated person.  The project leader is also required to apply in this form for bringing in human materials after having the human materials control institution (specifically by chief professor or someone of upper positions) pledge that the institution approved for the following conditions with respect to the human materials to be used for the proposed research.


  1. Appropriate Acquisition of Human Materials
    That the human materials have been appropriately collected* at the human materials control institution and kept under the responsibility of the human materials control institution.
      *As for human materials collected at the human materials control institution→That donors and/or their families have presented their written approval based on their free will for the use of the donated human materials after being informed of the purpose of their use
    As for human materials collected outside the human materials control institution→That donors and/or their families have completed approval procedures and the collecting organization involved has consented to donate the human materials to the human materials control institution

  1. Approval for Research Project
    That the human materials control institution has approved for the implementation of the proposed research project at Spring-8 using relevant human materials
      

    4. Cautions Concerning the Use of Human Materials in Research

  1. The researchers are required to give adequate consideration to the dignity and human rights of donors and their families when using and storing human materials.
  2. The researchers are not allowed to conduct research beyond the scope that was approved by the donors, their families or the institution to which they belong.
  3. Lock the depository where human materials are stored.
  4. In no case will it be allowed to transfer or distribute human materials to any other parties at JASRI.
  5. The experimenters are required to take back the human materials they handled to the institution to which they belong after completing their research project.


    5. As for the technical handling of the human materials that may have the risk of infection, follow the procedures prescribed in the Biosafety Rules

    (Reference: Follow the biosafety-level 2 procedures when handling samples.  It is not allowed to bring into the SPring-8 the materials suspected to have the risk of microbial contamination or other types of infection equal to or higher than biosafety-level 3.)
